Digital Voter Records System |
|
SummaryThe DVRS project focuses on the TTV Suite component called the Digital Voter Records System. The DVRS is a data management application that a state and its jurisdictions (counties, townships, etc.) us to manage voter records. The Registrar is an optional front-end for use in states that register voters; however, citizen application for voter registration is not an essential concept. Creation of new voter records, and modification of existing ones, can occur as transactions originated from several sources: citizens, interaction with external systems such a a DMV record system, automatic registration, and permanent eligibility transactions such as change of address or inter-state transfer. The current demonstration system is available at available at http://osdv.pivotallabs.com and includes: a Registrar as part of a citizen portal that includes request tracking; county-level administration of new voter records, and features for operational transparency by complete logging and publication of all transactions. For more information, see the DVRS Project Portal The Registrar project is developing a state Digital Voter Registration System (DVRS) for use by U.S. states to use to meet their mandate (created by HAVA) to centrally managed voter registration records at the state level. We're using the state of CA's RFP as an initial guide to implementation, while developing a system specification that embodies CA's requirements as well as those of other states that we are consulting with. The Registrar is being developed as Web-based, database-backed, Ruby/rails application. Relevant LinksRelevant Docs and Diagrams |
Voter Record Data Interoperability (VeRDI) ProjectThe VeRDI project focuses on data definition and data interoperability between 3rd-party registrars (see Registrar Project), and existing state voter record systems. Current work focuses on refining a draft data representation that meets the needs of several jurisdictions, and on using a draft data definition as the basis for interoperability testing with IT systems of several election jurisdictions. Overseas voter registration is an important focus, and the Overseas Voting Foundation is a partner in this project. RegistrarThe TTV Registrar project focuses on the TTV Suite component called the Registrar. The Registrar is a Web application that citizens can use to begin the process of registering to vote. One use of the Registrar is a stand-alone deployment operated by a 3rd-party registrar organization, able to reach out to their constituency and provide voter registration assistance. The current release of the Registrar is in operation, in conjunction with RockTheVote, and the Open Source Labs of Oregon State University. http://register.rockthevote.com Another use of the Registrar is as a part of a state's Voter Records Systems. In this case, citizens use the Registrar as a front-end to the state VRS, as part of the "citizen portal" component of the VRS. A demonstration deployment is available at http://osdv.pivotallabs.com/ |
